Cash Rebate Greece-FTV (CRGR-FTV), Up to 40% investment rebate for films, TV series, and documentaries

Introduction
The Cash Rebate Greece – FTV (CRGR-FTV) program is designed to support the production of audiovisual works in Greece. Its objective is to enhance the quality, competitiveness, and sustainability of Greek productions through a public expenditure of €63.2 million for 2025. The program covers a wide range of audiovisual formats, including feature films, documentaries, television series, and cross-border co-productions.
Recent Amendments – Law 5224/2025 (Article 173)
With the new law introduced in 2017 for the Cash Rebate, significant changes have been made to the regulatory framework supporting audiovisual production in Greece. These changes improve the functioning of the program, simplify the evaluation process of applications, enhance transparency, and reduce bureaucracy.
Specifically:
- Evaluation: Evaluation Committees have been abolished, and the process is now assigned to two independent expert evaluators, ensuring faster and more transparent assessments within three months.
- Cross-Border Productions: The possibility is now provided to transfer the incentive to a contracting company within the framework of international co-productions.
- Mini Television Series: Funding is extended to additional seasons beyond the first two, supporting both foreign and domestic productions.
- Objections/Appeals: Objections now also cover the results of sampling audits and require a €100 fee.
- Implementation: The provisions apply from 5 August 2025, while applications submitted prior to this date will be processed according to the procedures of the previous Evaluation Committees
Action Budgets
Funding is provided through two actions:
Action A is financed by national resources from the National Development Program (Axis 5.7: “Cultural and Creative Industries”) or by Union resources, in accordance with the applicable provisions.
- Available budget: 55.000.000 €
Action B is financed by resources from Greece and the European Union (European Regional Development Fund) and is included in the NSRF 2021–2027, under the priority “Enhancing Entrepreneurship and Competitiveness.”
- Available budget: 100.000.000€
Both actions aim to support entrepreneurship, creativity, and the international outreach of producers, strengthening both domestic and international co-productions.
Eligible Beneficiaries
Under the Rebate Greece – FTV (CRGR-FTV) scheme, beneficiaries may be companies that operate or intend to operate in Greece:
Action A – Large Enterprises
Large enterprises must:
- Have a registered office or branch in Greece, or operate in Greece at the time of disbursement of the incentive.
- Engage in the production or execution of audiovisual works, either independently or within the framework of international co-productions.
- Foreign companies may participate as contracting partners under certain conditions and may become co-beneficiaries of the incentive.
Action B – Small and Medium-Sized Enterprises (SMEs)
SMEs must:
- Have a registered office or branch in Greece, or operate in Greece at the time of disbursement of the incentive.
- Engage in the production or execution of audiovisual works, either independently or within the framework of international co-productions.
Participation in the program ensures that investments are carried out within Greek territory, supporting the local economy and cultural production.
Intensity of Support
Investment projects are supported through the Rebate Greece – FTV (CRGR-FTV), which provides a rebate of up to 40% of eligible expenses incurred in Greece, covering up to 80% of the total production cost.
The incentive is paid as a lump sum after certification of production completion and can be combined with other state aids under the following conditions:
- 50% of the total production cost for general cases
- 60% for cross-border co-productions
- 100% for high-complexity productions
The use of the incentive must comply with International Accounting Standards (IAS) and the Greek Code of Tax Accounting Transactions.
Eligible Expenses
Eligible expenses include all costs related to the production of audiovisual works incurred in Greece, and comprise:
- Fees for directors, screenwriters, and lead actors
- Production services, travel, and accommodation
- Equipment rentals, material supplies, and consumables
- Post-production, editing, and visual effects expenses
- Expenses for improving accessibility for persons with disabilities (PwD)
For projects with a total cost exceeding 8.000.000 €, foreign invoices are allowed for directors’ and lead actors’ fees, up to 20% of the total eligible expenses (excluding VAT).
Submission Period and Procedure for Investment Projects
Applications must be submitted to EKOMEDat least ten (10) days prior to the start of production. Evaluation is conducted by three-member Committees within three (3) months. Applicants may receive a Letter of Intent within 30 days, subject to the final evaluation outcome.
The procedure is strict and does not allow extensions, except in cases of force majeureor delays caused by a public authority. Appeals may be submitted within seven (7) working days from the date of rejection.
The submission of applications opened on 20/02/2025 and will remain open until the allocated budget is fully utilized.
